Shannon Ferguson (Planning Department historic preservation staff) presented three Mills Act historical property contracts submitted in May 2015 and recommended approval based on the Historic Preservation Commission's unanimous recommendation on Oct. 7, 2015. Ferguson summarized the Mills Act program's authority to create 10-year rolling contracts that reduce property taxes in return for maintenance and restoration commitments.
Property details presented: 722 Steiner (Alamo Square Historic District) — owners committed to invest over $222,000 for roof replacement, retaining walls, siding repair and painting; 807 Montgomery (Jackson Square Historic District) — owners committed to invest over $114,000 for exterior maintenance and structural improvements; and 761 Post Street (Lower Nob Hill Apartment Hotel National Register Historic District) — owners plan nearly $2.5 million in seismic upgrades and exterior rehabilitation; that contract will not yield a property-tax reduction in the first year but commits significant investment over time.
Supervisor Bree praised the preservation work (calling the Steiner property 'the original painted lady') and moved to forward the items to the full Board with a positive recommendation; the committee approved the motion with no objection.
