Assessor's Office Presents Caseload and Staffing Projections; Civil Grand Jury Urges Stronger Staffing Plan

Edward McCaffrey of the Assessor-Recorder's Office presented staffing, caseload and workload slides and described investments in digitization and multiple-listing tools intended to improve productivity. He said the office's FY15-16 general fund budget is approximately $22,000,000 and that projected total caseload across 2015-16 is about 29,396 with 14,118 cases worked and 15,278 outstanding.
Members of the civil grand jury said the staffing analysis and projections presented to the committee fell short of the jury's expectation. Janice Petty and other jurors argued that the backlog (which the jury referred to as "net outstanding") would take decades to eliminate at current productivity rates and recommended a more aggressive plan to expand staff. Grand-jury speakers said adequately staffing the Assessor-Recorder's Office is a sound investment because it can increase general-fund receipts.
McCaffrey responded that the presentation was a refinement of October materials and that a more detailed staffing analysis would be developed during the fiscal-year budget process. He told supervisors the office would work with the Board and Mayor's office to identify staffing needs and report back in the next budget cycle.
Outcome: The committee amended the Board response to the grand-jury recommendation to state that Recommendation #2 will be implemented with a staffing analysis completed by the end of the fiscal year; the committee forwarded that amended response to the full Board.
