Oversight committee forwards labor and MOU package, including physician contract adjustments and COLA
Summary
At the June 11, 2015 special meeting the committee reviewed a package of successor contracts, MOUs and ordinances presented by the Department of Human Resources; the package—covering physician/dentist/veterinarian compensation, an arborist apprenticeship, firefighter/paramedic updates and a 3.25% October COLA for certain employees—was forwarded to the Board of Supervisors with no objection.

Martin Grand, employee relations director for the Department of Human Resources, presented a modest labor package during the committee's June 11, 2015 meeting and described each item in turn.
Grand said the packet included successor contracts for physicians, dentists and veterinarians (UAPD), explaining that an arbitration award in the prior year had pegged physician salaries to the highest-paid RN classification; the UAPD contract continues those wages. Other bargaining-unit members received a cost-of-living adjustment. Grand described a negotiated apprenticeship classification for arborists with wage rates placed into the contract, negotiated with Laborers Local 261. He also outlined updates for a small paramedic classification within the fire service and said the unrepresented employees ordinance would extend the same cost-of-living increase that other labor agreements received.
Why it matters: The items are procedural steps to implement negotiated agreements and to align various employee groups with the city's broader labor pattern. Grand described the package as "very modest" and told the committee the contracts fit within the controller's established city labor pattern.
Action taken: The committee moved the labor package as a committee report to the Board of Supervisors; the motion passed with no objections. The clerk noted these items will appear on the Board's June 23 agenda for final action.
Details: Grand said one of the COLA adjustments is 3.25% effective in October; other increases referenced are subject to formulas or arbitration results described in the presentation. The committee did not record a roll-call vote in the transcript; approval was by voice with no objections.
