Committee approves city—s $24M HUD Continuum of Care grant application

The Budget & Finance Committee recommended the Board approve the city's 2013 application to the U.S. Department of Housing and Urban Development Continuum of Care competition for up to $24 million.
Laura Guzman, co-chair of the Local Homeless Coordinating Board, described the McKinney-Vento Continuum of Care process: community-driven scoring, a non-conflicted review panel, and an appeal process that produced a final ranked list. She said staff had reallocated funds and sought alternative funding sources to preserve high-scoring renewals and some new projects in light of federal sequestration.
Guzman noted the application will include a Tier 2 list of projects that HUD may not fund; the city will submit narratives to HUD to advocate for Tier 2 funding and will pursue general-fund or other sources if HUD declines those projects. Committee members asked whether Tier 2 programs had previously operated in the city and what contingency plans existed if HUD did not fund them; staff said some were renewals with low scores and that alternatives are being explored.
The committee moved the item forward with a recommendation to the full Board without objection.
