OEWD said Top of Broadway is a small, property‑based district that assesses 39 parcels and had an assessment budget in its first year of roughly $106,000. OEWD reported that the district exceeded the 1% non‑assessment fundraising benchmark because of a significant contribution from the Broadway Entertainment and Cultural Association (a two‑year $200,000 pledge).
Ben Horn, Top of Broadway staff, said the district represents 39 parcels and more than 100 businesses and that first‑year spending included $57,000 on cleaning and public‑safety services. The district contracts for five‑day sidewalk cleaning, routine graffiti removal and Thursday–Saturday late‑night hospitality and safety patrols (roughly 10:00 p.m. to 2:30 a.m.). Horn described pilot projects including a security‑camera pilot where a property owner has offered to pay half the cost, and plans for branding, a retail study and an Off‑Broadway Summerfest slated for August.
Supervisor Christensen praised the district for observable improvements in quality of life and economic vitality. After a brief public‑comment period, the Committee made and passed a motion to forward the Top of Broadway resolution to the full Board with no objection.
