Finance Committee approves emergency contracts, solar interconnection and fiscal resolutions; TDR proposal continued

At its Jan. 8, 2014 meeting the Board of Supervisors' Budget & Finance Committee approved a series of routine and emergency items and took one item under continued consideration.
Key approved items
- Rec & Park positions (Item 5): The committee approved an ordinance amendment to add two project-manager positions to the Recreation & Park Department to support capital improvements, amended per the budget analyst to reduce 2013–14 FTE from 0.5 to 0.25 for each position.
- PUC emergency procurement (Item 1): The committee approved an emergency contract for repairs to a failed fixed gas monitoring system at the Southeast Treatment Plant awarded to NTK Construction, not to exceed $225,000. Jignes Desai (PUC) said the system monitors lower explosive limits, oxygen and hazardous gases and required immediate repair to protect personnel and ensure OSHA compliance.
- PG&E interconnection for solar (Item 2): The committee approved a long-term interconnection agreement with PG&E for a completed 165-kilowatt solar array at Davies Symphony Hall; the agreement carries an indefinite term and requires no payment by the city to PG&E.
- Appropriation limits (Item 4): The Controller's Office reported the city's calculated appropriations limit at roughly $2.8 billion and San Francisco's appropriations at roughly $2.7 billion, concluding the city is within the state constitutional limit and recommending approval.
- Airport environmental cleanup (Item 6): The committee acknowledged invoices from Clean Harbors Environmental Services totaling $871,925 for soil removal and runway regrading after the Asiana Flight 214 crash. The airport will seek reimbursement from Asiana Airlines.
- UASI grant (Item 7): The committee accepted and will expend an increase of approximately $688,000 in Bay Area UASI funds. Ami Alden (Department of Emergency Management) said funds will support SF72 multilingual outreach materials, a regional mass-prophylaxis exercise, cybersecurity analysis and equipment purchases; the item requires no local match or new positions.

- War Memorial TDRs (Item 3): Staff sought authority to sell up to 1.1 million square feet of TDRs for War Memorial restoration, with a proposed $25 per square foot minimum and a reauthorization trigger at 550,000 square feet. After public comment from preservation advocates, the committee voted to continue the item to the next meeting for more information and stakeholder review.
All votes on the approved items were taken without recorded opposition at committee.
