GAO committee forwards settlement items to full Board after Teamsters public comment

The Government Audit and Oversight Committee of the San Francisco Board of Supervisors met March 5, 2015, heard a public comment urging approval of a labor settlement and then recessed into closed session to deliberate and vote on several settlement items.
James Long of Teamsters Local 853 spoke during public comment in support of item 4, a settlement resolving a grievance on behalf of as‑needed truck drivers. Long said the dispute involved alleged underpayment and mistreatment, that negotiators had waited more than two-and-a-half years for resolution, and that the settlement was "about half of what the actual cost would be." He added the settlement would "save [the city] roughly $250,000" compared with an arbitration exposure he estimated at about $480,000.
Following public comment, the committee convened in closed session. Deputy City Attorney John Givner reported on the closed session votes after the committee returned to open session: the committee voted unanimously, 3–0, with Supervisor Marr present, to forward items 2 through 10 to the full Board with recommendation; the committee voted 2–0, with Supervisor Marr recused, to forward item 1 to the full Board with recommendation. A subsequent motion not to disclose the substance of the closed session passed without objection.
The record presented to the committee described items 1–10 as ordinances and resolutions that would authorize settlements against the City and County of San Francisco; no final Board action occurred at the meeting itself.
