The committee received and reviewed annual reports for two Community Benefit Districts.
For the Yerba Buena Community Benefit District OEWD senior project manager Chrissy Atano described the four benchmarks used in review (management-plan to budget alignment, 5% target for non-assessment revenue, budget-to-actual within 10%, and carryover disclosure). Executive Director Kathy Maupin highlighted services (clean team, beautification, community guides, grants and events), the district's 172-acre geography, and renewal preparations (district expires June 30, 2015; a renewal vote was expected in April). OEWD recommended the CBD work to meet the 5% non-assessment revenue requirement and, given expiry, to ensure assessment carryover funds are spent by the end of 2015 if not renewed.
For the Central Market CBD, OEWD presented a four-year review documenting core services (clean team, community guides, 10B officers), special programs (summer concert series, vacant kiosk activation) and the district's successful renewal and expansion in 2013 (parcels increased from about 140 to 819). OEWD urged budget alignment with the management plan and cautioned against deficits carried forward.
Supervisor Katie Tang moved positive recommendations on both items to the full Board; both motions carried without objection. OEWD said staff will work with the CBDs on outstanding benchmarks and renewal steps before Board consideration.
