Supervisors accept civil grand jury sea-level-rise recommendations, request further analysis and timeline

The Board committee considered the civil grand jury’s Rising Sea Levels report and the City’s response, including a draft guidance for incorporating sea level rise into capital planning. The grand jury and city staff urged coordinated, science-based planning and quicker adoption of standards for infrastructure and permitting in areas vulnerable to inundation.

Bridal Piazza, presenting the grand jury highlights, urged immediate action on planning, building-code amendments and regional coordination with bodies such as the Bay Conservation and Development Commission (BCDC). The grand jury emphasized vulnerabilities at Ocean Beach, wastewater treatment plants, Mission Bay and San Francisco International Airport, and urged that permits and large developments account for projected sea-level-rise scenarios.

City staff, including Roger Kim (Mayor’s senior advisor) and David Behar (SFPUC climate program director), described a draft guidance that frames adaptation planning in four steps—science/scenario selection, vulnerability assessment, risk assessment and adaptation planning—and noted the guidance would be considered by the Capital Planning Committee later in September. Departments outlined ongoing work (inundation mapping, the Sewer System Improvement Program, seawall studies, and airport assessments).

Public commenters, including scientists and SPUR representatives, supported stronger, faster action and noted the evidence base for significant sea level rise over coming decades. Supervisors generally endorsed the draft guidance and agreed many recommendations have been implemented or are underway; several items were marked 'requires further analysis' with a requested report back to the grand jury within six months. The committee voted to table the hearing for additional analysis and approved the amended resolution to forward to the full Board as a committee report.
