Toni Moran of the Recreation & Parks Capital Division said Buena Vista Park previously received LWCF funds (first in 1970 and again in 2010) and that properties developed with LWCF funds must be maintained for outdoor recreational use in perpetuity; conversion to non‑recreational use requires approval from the National Park Service.
Moran explained that California’s Department of Parks and Recreation now requires grantees to record a memorandum of unrecorded grant agreements to ensure property records reflect the restriction, and that recording will align records with existing practice. There were no public comments on the item and the committee moved the resolution forward.
