Martin Grant, the city’s employee relations director, presented the package and described it as a three‑year agreement that preserves equity across units. The proposed wage schedule includes a 3 percent general cost‑of‑living adjustment effective October 2014, 3.25 percent effective October 2015, and a third‑year increase tied to inflation (3.25 percent if economic conditions warrant, or 2.14 percent if the economy weakens).
Grant said the negotiations addressed issues including paperless pay, ensuring compensatory time off banks are paid out at employees’ current rates when triggered by promotion or transfer, and other mechanics intended to modernize payroll and staffing processes. The city administrator and department representatives also described implementation steps and outreach efforts.
The committee took public comment (none offered) and, without objection, moved the entire package of items 1–31 forward as committee reports to the full Board of Supervisors with a positive recommendation.
