Committee advances Lower Polk Community Benefit District; petitions show majority weighted support

Supervisor Chu (President) introduced a resolution of intention to establish a Lower Polk Community Benefit District (CBD) covering roughly 22 blocks bounded by California, Van Ness, Larkin and Geary. OEWD staff reported 307 parcels in the proposed district and certified weighted petition support of 35.58% (above the 30% initiation threshold). The steering committee presented an assessment-based annual service budget of approximately $799,000 (total program budget of ~$846,000 with additional fundraising) and said CPMC has pledged approximately $2.77 million for capital projects.
Project manager Chell (Shel) Thomas outlined proposed services: street and alley cleaning, graffiti abatement within 48 hours, steam cleaning, tree care, safety ambassadors trained in social-service outreach and merchant dispatch services, business attraction and leasing assistance, marketing and events, and limited capital projects funded by the CPMC contribution. The steering committee described extensive outreach (surveys, community meetings and mailings) and said the proposed CBD would begin service January 1, 2015 if established.
Several steering-committee members and local small business owners and nonprofits spoke in support. The committee voted without objection to forward the resolution to the full Board for final action and set a schedule for ballots to be mailed in mid-June with a hearing on formation to follow.
