Committee approves amendments to fourplex rezoning ordinance and forwards measure to full Board

The Land Use & Transportation Committee on June 6 adopted amendments to an ordinance that would rezone single-family RH1 areas to allow two-family RH2 and a new RH2D detached class, offer density-limit exceptions, and create a regulatory framework to encourage small-scale multi-unit housing.
Supervisor Mar (Marr) proposed — and the committee adopted — an amendment requiring an annual report from the Planning Department on housing affordability, racial equity and language access, prepared in coordination with MOHCD and other departments. Committee members discussed affordability tools including rent-control conditions on bonus units and a five-year ownership look-back to deter speculative demolition; Supervisor Dean Preston emphasized rent-stabilization and the look-back as safeguards against displacement.
After amendment votes, Supervisor Peskin moved the twice-amended ordinance as a committee report to the full Board; the committee recorded Peskin, Preston and Melgar voting aye and the motion passed.
