Transportation staff presented two memoranda of agreement between the Treasure Island Development Authority (TIDA) and the San Francisco County Transportation Authority (SFCTA) to reconstruct westbound on‑ramps on the east side of Yerba Buena Island.
Project staff advised the committee that the construction estimate is $77.5 million for ramp construction, primarily funded by Federal Highway Bridge Program grants and state Proposition 1B. An additional right‑of‑way MOA is estimated at $4.2 million, yielding a combined MOA value of about $81.7 million. Staff outlined a schedule that anticipates federal authorization by the end of the month, advertisement and award of the construction contract in the fall, and a construction start in January.
Committee members asked whether the project would proceed as a public‑private partnership; staff responded that the ramp work is funded as a Federal Highway Bridge Program construction project and described planning and preliminary engineering history dating to 2008. The committee accepted an amendment to update the item title and grant retroactivity as recommended and moved the MOAs forward.
Next steps: SFCTA will finalize construction management award and advertise construction contracts; with federal authorization the project team expects to award the main construction contract in November and begin construction in January.
