Supervisors forward 1100 Ocean Avenue ground lease to develop 71 affordable units

Kevin Kitching of the Mayor’s Office of Housing and Community Development presented the committee with a resolution to authorize a long‑term ground lease with 1100 Ocean Avenue Limited Partnership, a development team that includes Mercy Housing, Cow West and the Bernal Heights Housing Corporation.
Kitching said the project would construct and operate 71 affordable apartments at 1100 Ocean Avenue. "The project will be home to 45 units of family housing for those making no more than 50 percent of area median income, while 25 of the units will be set aside for transition age youth," he told the committee. The proposed lease has an initial 70‑year term with an option for a 29‑year extension, totaling 99 years, and a ground‑lease financing amount reported at $43,065,000.
Staff said the Mayor’s Office issued a request for proposals in early 2013 and selected the Mercy‑led team; approvals and financing awards are in place to permit construction to begin in mid‑to‑late August. No members of the public spoke in opposition during the committee hearing.
The committee voted to send the resolution to the full Board with a recommendation for approval.
Next steps: the full Board of Supervisors will consider the resolution; if adopted, the lease will be executed and construction can proceed per the project’s financing and permitting timeline.
