Committee recommends Board consider Eve nightclub’s change to a type‑90 license at 1535 Folsom Street

The Public Safety and Neighborhood Services Committee on Oct. 10 unanimously voted to forward a resolution recommending that the Board of Supervisors consider issuing a type 90 on‑sale general music venue liquor license to Gough Inc., doing business as Eve, at 1535 Folsom Street.
Officer Freonas presented the PCN report, telling the committee there were "0 letters of protest, 0 letters of support," and that the site is in Plot 204B and Census Tract 177, both described in the file as higher‑risk areas. The Administrative Law Unit recommended approval with conditions identical in form to those read for other items: limits on noise, active monitoring to prevent loitering, litter removal responsibilities, and a requirement that "at any time the premises providing live entertainment, the petitioner shall have 2 uniform security guards on the premises" who must be licensed by the state.
Consultant Gemma Jarrell Lester spoke for owner Lily Winn, saying the business currently holds a type 48 license and is seeking a type 90 "to better serve the types of events and customers" by permitting all‑ages programming, corporate events and family celebrations. "Lily has owned this business for over 10 years and the license that's there currently has been there since 1997," she said.
Supervisor Catherine Stephanie opened public comment; none was offered. Supervisor Dorsey, whose district includes the venue, spoke in support and urged the applicant to coordinate with district staff on an upcoming streetscaping project, saying she was "happy to support this." The clerk recorded a 3‑0 vote to forward the resolution with a positive recommendation to the full Board.
The motion was procedural: the clerk will prepare a resolution for the Board of Supervisors, which is expected to consider items acted upon by the committee at its Oct. 22, 2024 meeting.
