Committee forwards recommendation for Neck of the Woods liquor‑license transfer at 406 Clement Street

The San Francisco Public Safety and Neighborhood Services Committee on Oct. 10 voted unanimously to send a resolution to the Board of Supervisors recommending the transfer of a type 90 on‑sale general music venue liquor license to Urban Life Inc., doing business as Neck of the Woods, at 406 Clement Street.
Officer Freonas of the San Francisco Police Department’s ABC licensing unit presented the committee with the PCN report, saying there were "0 letters of protest, 0 letters of support," and noting the site was in Plot 722B, which the report described as a high‑crime area, and Census Tract 401, described as a high‑concentration area. The Administrative Law Unit recommended approval with conditions, and Freonas read the conditions into the record, including that, "at any time the premise is providing live entertainment, the petitioner shall have 2 uniform security guards on the premises" and that security staff must be licensed by the California Department of Consumer Affairs.
Chair Supervisor Catherine Stephanie told the committee she did not see an applicant or public commenters present and moved that the clerk prepare the resolution finding the transfer would serve the public convenience or necessity and forward it to the full Board with a positive recommendation. The clerk recorded votes of "Vice Chair and Guardio, aye; Member Dorsey, aye; Chair Stephanie, aye," yielding a 3‑0 committee recommendation.
The conditions read into the record also require that, except as provided in condition 2, no noise shall be audible beyond the area under control of the licensee; the petitioner must actively monitor the area under their control to prevent loitering on adjacent property; and the petitioner is responsible for keeping adjacent areas free of litter. The committee discussion did not include public testimony for or against the application.
The Board of Supervisors is scheduled to consider items acted on by the committee at its Oct. 22, 2024 meeting unless otherwise noted.
