Committee backs Skylark’s request for Type 90 music‑venue license with security conditions

The Public Safety and Neighborhood Services Committee voted Sept. 26 to forward a resolution to the full Board of Supervisors recommending issuance of a Type 90 on‑sale general (music venue) liquor license for 3089 Sixteenth Street (Skylark) with licensing conditions intended to address neighborhood impacts.
An SFPD/ABC licensing representative presented the PCN report, saying the applicant had 0 letters of protest and 0 letters of support and describing the premises as located in Plot 414 (characterized in the staff report as a high‑crime area) and within Census Tract 201.02 (a high‑concentration area). The licensing report recommended conditions including active monitoring to prevent loitering, maintaining adjacent areas free of litter, and requiring two state‑licensed uniform security guards whenever the premises provides live entertainment.
Owners Kimberly and Dave told the committee they have operated the Skylark for about a year and are seeking the Type 90 license to expand programming. "We've been there for a year now," Dave said, adding the license would allow the venue to host a broader range of events, including occasional 18‑plus events tied to nearby colleges; the owners said they do not plan to allow 18‑plus events on Fridays and Saturdays but hope to add additional nights.
No public speakers addressed Item 2. Chair Catherine Stephanie moved to send a resolution to the full Board finding the issuance would serve the public convenience or necessity; Member Dorsey and Chair Stephanie recorded 'aye' votes and the committee’s positive recommendation will be transmitted to the Board for consideration on Oct. 8, 2024.
