Committee forwards two liquor-license items — Kim Juan Cafe and Origin Boutique Nightclub

The Public Safety and Neighborhood Services Committee considered two licensing items on March 27 and forwarded both to the full Board with positive recommendations.

Item 1: Tyrone Pang, doing business as Kim Juan Cafe (325 Leavenworth), applied for a Type 40 on-sale beer license. An SFPD ABC liaison reported 0 letters of protest and 0 letters of support, noted the property sits on a high-crime plot, and said the ALU recommended approval with conditions that the petitioner actively monitor adjacent areas to prevent loitering and maintain the adjacent area free of litter. No applicant representative or public commenter appeared; Chair Catherine Stephanie moved to forward the resolution to the full Board and the motion passed by voice vote.

Item 2: Fillmore Entertainment Group LLC (Origin Boutique Nightclub), 1538 Fillmore Street, applied for a Type 90 on-sale general music venue license. SFPD reported the location is on a high-crime plot and in a high-saturation census tract; ALU recommended approval with noise, perimeter monitoring and security guard requirements during entertainment. Owner Lily Nguyen told the committee she has operated Origin for more than 10 years, said the venue survived pandemic challenges and that moving to a Type 90 license would let the club focus on live entertainment. With no public opposition on the roster, the committee moved and approved forwarding a positive recommendation to the full Board.

What happens next: Both items will be considered by the full Board of Supervisors. The ALU-recommended conditions (monitoring perimeter, litter abatement, and licensed security during entertainment for the Type 90 license) are attached to the committee’s referral.
