Committee backs $3.06M capital increase to fund pile-driving crew and pier repairs

Port staff told the Budget and Finance Committee that the Port seeks a modest supplemental appropriation to fund capital projects and add seven project-funded positions to stand up a third pile-driving crew.
"We have a backlog of deferred maintenance in some of our pier structures that are wood pile supported," Elaine Forbes said, explaining the Port’s view that in-house crews perform this work at lower cost than contractors and that the crew would be funded by capital and phased out once backlog work is complete. The positions are intended to address pile repairs, apron repairs and other mandatory projects tied to permits for the cruise terminal and America's Cup work.
Budget analyst Mr. Rose said the request would increase the Port's capital project appropriation by $3,057,224 to $5,707,224 and concurred with the Port’s requested capital projects, debt service and seven off-budget positions, recommending approval.
The committee voted without objection to forward Items 2 and 3 to the full Board for consideration.
