Committee sets audit priorities and approves small SEIU MOU amendment for per‑diem nurses

The Government Audit and Oversight Committee approved an ordinance amending the memorandum of understanding with Service Employees International Union (SEIU) Local 1021 that revises language to require nurses who work solely as outside per‑diems for the Department of Public Health to meet the requisite hours and years of service to advance to the next salary step.
Mary Howe of the Department of Human Resources described the change as a single‑word amendment to align step advancement rules for per‑diem nurses; there was no public comment on the item and the committee passed the motion without objection and recommended it to the full Board.
Separately, the committee adopted a motion directing the Budget and Legislative Analyst to prioritize three performance audits. Severn Campbell presented the proposed approach and said the priority order is (1) Fire Department, (2) use of children's baseline funding by the Department of Children, Youth and Their Families (DCYF), and (3) processes protecting patient records and confidentiality at San Francisco General and Laguna Honda. Campbell said it is unlikely all three audits would be completed by Dec. 31 and that the motion sets priorities and sequencing.
The committee passed the audit motion without objection.
