Committee forwards surveillance-technology streamlining amendments to full Board

The changes, presented by the Committee on Information Technology’s privacy analyst Julia Krucial and Sophie Hayward (Office of the City Administrator), clarify the code’s language, expand a defined exemptions list, streamline surveillance-impact report requirements, and permit departments to send amendments to previously board-approved surveillance policies directly to the Board of Supervisors without repeating COIT review in certain cases.
Krucial told the committee the amendments are intended to reduce redundancy and administrative burden while preserving the ordinance’s privacy protections. The presentation noted that Chapter 19B implements voter-directed policy and that the city has previously amended the chapter in December 2019 and March 2024. No public commenters appeared on the item. The committee voted to forward the amendments with a positive recommendation; the motion passed without objection.
What happens next: The Board will receive the committee’s recommendation and consider adoption; departments that use surveillance technologies will be expected to follow the clarified procedures for policy amendments and reporting.
