Committee greenlights Public Defender supplemental after office outlines savings plan

Clerk called item 7, an order appropriating $656,958 from the general fund reserve to the Public Defender for salary expenditures in FY2012–13. Public Defender Jeff Adachi told the committee the office had worked with the Comptroller and the Mayor’s Office to address issues raised in prior hearings and identified three categories of corrective action: moving five employees off temporary salaries into existing vacancies, delaying hiring to capture attrition savings, and working with the Mayor’s Office on unresolved salary adjustments. Adachi said the measures produce about $553,000 of savings and that the office was close to resolving the remaining issue.
Supervisors, including Campos and Bridal, thanked the Public Defender for working to identify savings and cautioned about precedent for supplementals. The budget analyst reported a recommended reduction consistent with the committee’s prior recommendation and confirmed the legislation before the committee matched that direction.
The committee voted to send the item forward with recommendation to the full Board without objection.
