Rec & Park outlines revenue‑first budget to avoid park closures while flagging staffing shortfalls

Ginsburg told the committee Rec & Park breaks revenue into three components: general‑fund subsidy, Open Space Fund receipts and earned revenue (fees, concessions, facility rentals and golf).
