"It now clearly states that if any contracts are amended to give more money and work to contractors, that the commitments that those contractors made to the community will also be proportionally increased," a committee member said.
Proponents framed the change as closing gaps that previously allowed contractors to avoid increasing community benefits when contract amounts were raised, and cited long-standing environmental harms in Bayview Hunters Point as a reason to ensure stronger community investment from city contractors. The ordinance also removes a minimum threshold for what kinds of contract amendments require additional commitments.
Public comment on the item was limited and included no sustained opposition; one speaker apologized for earlier political advocacy in the chamber and suggested enhanced inspector general oversight. The committee approved the motion to move the ordinance forward with a positive recommendation; recorded votes were "aye" from Member Peskin and Chair Walton, and the motion carried without objection.
With the committee recommendation, the ordinance will proceed to the Board of Supervisors for further consideration and possible adoption.
