SAN FRANCISCO — On Sept. 9 the Rules Committee advanced an ordinance from the Office of Small Business that would exempt the Legacy Business Assistance Program from certain grant-making requirements in Administrative Code chapter 21G.
Richard Carrillo, legacy business program manager, said the program differs from standard city grants because it provides financial assistance to all qualifying legacy businesses and their landlords rather than awarding a single competitive grant. He said chapter 21G's competitive-solicitation and written-agreement requirements impose an administrative burden that could hinder the program's delivery of assistance.
Carrillo described the multi-layered review that legacy businesses undergo (eligibility criteria, extensive written application, nomination by a Board member or mayoral nomination, Historic Preservation Commission recommendations, and small business commission approval) and said the ordinance would add an exemption for the legacy program to chapter 21G.
There were no public speakers. The committee voted to forward the ordinance to the full board with a recommendation.
