Rules Committee refers Ocean View library-site proposal to full board without recommendation

The Rules Committee on Sept. 16 voted to send a proposal to build a new public library branch serving Ocean View, Merced Heights, Ingleside and Lakeview — sited at 100 Orizaba Avenue — to the full Board of Supervisors as a committee report without recommendation.
Supervisor Asha Safaei, who introduced the item, said the project has been delayed nearly two years while alternate sites were considered; that delay, she said, increased costs and deferred service. The committee accepted an amendment allowing the possibility of expanding the existing Ocean View branch on an adjacent parcel as an alternative.
President Aaron Peskin said he wanted to gather additional information from interested parties before the Sept. 24 Board vote and therefore preferred to forward the item without a recommendation.
Public comment included environmental and tree-preservation concerns. A speaker identified as Josh asked the board to align the proposal with the citys 2021 Climate Action Plans Healthy Ecosystems policy 5.4, calling for a citywide tree-preservation policy or a basal area replacement plan if tree preservation cannot be achieved. Another commenter urged protection of native trees at the site.
The committee voted to refer the item to the full board without recommendation; Members Peskin and Safaei voted aye and the motion passed without objection. The item will appear on the Board of Supervisors agenda on Sept. 24, 2024.
