Rules committee continues DROP proposal after debate over cost, evidence and timing

Sponsor Supervisor Dorsey said the program was intended to delay retirements, attract lateral hires and help stabilize staffing amid recruitment shortfalls.
Chair Supervisor Hillary Ronan pressed for caution, citing a controller memo that originally estimated higher potential costs (she referenced a figure above $80 million in an earlier estimate) and noting the city’s strained budget. Ronan also cited the city’s experience with a previous DROP program adopted in 2008 and ended after a 2011 analysis found it costly and ineffective. Dorsey and backers said the current draft is narrower and had been amended to remove minimum staffing requirements and reduce projected costs; they also committed to adding reporting requirements so the board can track retirements, lateral hires and outcomes.
Supporters from labor and allied groups argued the city faces immediate staffing shortages and that the amended DROP could blunt retirements in the near term while the city improves recruitment. Opponents and skeptical supervisors said the city lacks robust data demonstrating DROP will solve recruitment issues and warned about inflating SFPD’s budget during a fiscal crisis.
After extended debate and public comment, the committee voted to continue the DROP charter amendment to the call of the chair. Vice Chair Walton and Chair Ronan voted yes; Supervisor Safai voted no. The sponsor said he would continue to work on reporting requirements and cost containment and preferred letting the full Board and voters ultimately decide.
Next steps: The item is continued to the call of the chair to allow staff to prepare additional fiscal analysis and reporting language and for sponsors to consider further amendments.
