Subcommittee advances acquisition of 30 avigation easements for SFO noise‑insulation program

The Budget and Finance Subcommittee on April 10 recommended that the full Board of Supervisors approve acquisition of 30 avigation easements needed for the San Francisco International Airport noise‑insulation program. John Updike, Director of Real Estate, said the easements themselves carry no acquisition cost but enable homeowners to receive soundproofing. He told the committee the program has been operating for more than 20 years and that roughly 80 percent of program costs are expected to be funded by the Federal Aviation Administration, with the Airport capital fund covering the local share.
Harvey Rose, the committee’s budget analyst, told members the total cost to soundproof the 30 homes, in connection with the easements, is $1,481,924, and said the Airport previously received a $324,000 appropriation. Rose recommended the committee approve the resolution.
Updike asked the committee to accept a friendly amendment to add findings that the project is categorically exempt from environmental review under CEQA Class 1 and to include the Director of Planning’s letter of general‑plan conformity. The committee accepted the amendment and voted to forward the item to the full Board with a recommendation for approval without opposition.
The full Board will consider the item on its upcoming agenda; staff materials provided to the committee identify the Airport’s capital plan as the source of the local match and indicate the FAA as the primary funder.
