Supervisor Aaron Peskin and others described the measure as a Small Business Recovery Act focused on targeted reforms to help mom-and-pop businesses recover, while removing or separating broader changes that could harm small businesses (for example, accessory dwelling units in ground-floor commercial spaces and streamlined approvals for chain retailers). Peskin said several controversial items removed at prior hearings should be addressed through standalone bills with their own public processes. He also praised staff from OEWD and the mayor’s office for collaboration.
Public comment included concerns about late-night entertainment, displacement of longtime small businesses and the need for nuanced public process. After discussion, the committee voted to forward the item to the full Board with a positive recommendation.
