Committee accepts Hunters View Phase 1 streets and removes obsolete easements

City and HOPE SF staff told the Land Use and Transportation Committee that Phase 1 of Hunters View — part of the HOPE SF revitalization program — was completed in 2013 and already includes new streets, utilities, Promontory Park and affordable housing units.
Jason Liu (policy director, HOPE SF) and Cindy Heavens (senior project manager, MOHCD) described the Phase 1 buildout: new street grid connections, 107 affordable housing units (replacement and new units), public utilities and three new parks. Staff said the ordinances before the committee would accept specific Phase 1 streets into the city’s maintenance system (Fairfax Avenue, Acacia Avenue, Ironwood Way, portions of Catalina Street and Middle Point Road) and authorize summary vacation/quitclaim of two easements originally granted to enable construction.
Staff explained the streets have been used and maintained since construction but were maintained by the developer; acceptance transfers maintenance responsibility to the city. MOHCD and other departments were present to answer technical questions. There were no public callers for Items 2 and 3; supervisors Peskin, Preston and Melgar voted to forward both ordinances to the Board with a positive recommendation.
The committee’s action moves the accepted streets into the city system and removes easements deemed no longer necessary after Phase 1 construction; further implementation steps will follow departmental procedures for maintenance and mapping.
