David Villa Lehi of CLA Consulting said Casa Lucas is a family‑owned Mission District grocery specializing in Hispanic groceries, meats and produce, and that the owner completed planning department requests (graffiti removal, exterior lighting, cleared windows) within 24 hours and provided photos to planning staff. Supervisor Dorsey moved the resolution recommending that the transfer would serve the public convenience or necessity; the committee voted unanimously to forward the item to the Board with a positive recommendation.
The clerk said the item will be scheduled for the Board of Supervisors on May 23.
