The Rules Committee reviewed a second-draft charter amendment on June 27 that would add to the charter a Director of the Department of Emergency Management (DEM), spelling out qualifications and appointing authority, and place the question on the November 5, 2024 ballot.
The clerk read the item as a second draft. A supervisor recorded in the transcript as "Supervisor Saffey" said she had little to add but emphasized the importance of setting requisite qualifications for DEM leadership in the charter, noting past instances when leadership appointments did not meet minimum qualifications. She said DEM leaders such as Carol (referenced) and Marianne Keller had performed well but that adding minimum qualifications in the charter would help ensure consistent, qualified leadership.
