Committee approves final PUC reserve release — $1.44M for Clean Power SF notification and outreach

The Budget and Finance Committee voted to forward a resolution authorizing the release of $1,443,500 in reserve funds to support the San Francisco Public Utilities Commission’s implementation of the Community Choice Aggregation program, Clean Power SF.
Ms. Fox, representing the San Francisco PUC, told the committee the Board had previously appropriated $5 million for CCA development and this request seeks the final release of roughly $1.4 million to support customer notification and education work, including consultant services. "The primary purpose of that $1,400,000 is to move forward with the customer notification and education plan," Fox said, noting the PUC and LAFCO had endorsed the plan and that the majority of the funds would pay Davis and Associates for outreach work.
Supervisor Eric Marr raised a constituent concern about a potential conflict of interest because Davis and Associates had PG&E as a former client. Fox responded: "So, currently, Daryl and Davis does not have PG and E as a client. PG and E has been a client of Davis and Associates in the past... As part of the proposal that they submitted, they fully disclosed their previous that PG and E was a client in the past." She said an independent panel weighed conflicts and that the contract includes conflict‑of‑interest clauses.
Fox also described outreach plans that include partnerships with community‑based organizations and multilingual educational materials to reach limited‑English and immigrant communities. Supervisor Farrell opened public comment; none made substantive remarks. The committee advanced the recommendation to release the reserves without opposition.
