Committee forwards retroactive DHS preparedness grant to full Board; includes Meals on Wheels pilot

The Budget and Finance Committee voted to forward to the full Board a resolution authorizing the Department of Emergency Management to accept a retroactive FY2012 Emergency Management Performance Grant of $289,613 from the U.S. Department of Homeland Security, routed through the California Emergency Management Agency.
Amy Alden of the Department of Emergency Management told the committee the grant "is a general grant for disaster preparation, mitigation, response and recovery here in San Francisco." Alden said the award requires an equal $289,613 match that the department has already budgeted this fiscal year in in‑kind services; a portion of the match also comes from the local nonprofit Meals on Wheels.
Alden described planned purchases under the grant: upgrades to security cameras at the Emergency Operations Center (1011 Turk Street), upgraded card‑key access for facility security, a new fire suppression system and continued funding for an existing emergency planner position. "We are working with Meals on Wheels to fund emergency food kits for approximately 2,600 low income seniors in San Francisco," she said, describing a pilot to preposition two days' worth of food for clients in case post‑disaster service is interrupted.
The Budget and Legislative Analyst confirmed the numbers, describing the grant and equal match as a combined program cost of about $580,000 and recommended approval. Chair Mark Farrell opened public comment; none were offered. The committee moved the item forward with a recommendation to the full Board without opposition.
The item will next appear on the Board of Supervisors agenda for formal acceptance and appropriation review on Jan. 29, 2013.
