Committee backs $2 million Tech SF workforce grant to train local tech talent

The Budget and Finance Committee advanced an ordinance related to a $2 million Department of Labor grant to bolster Tech SF workforce efforts, with the measure set to move to the full Board of Supervisors.
John Halpin, director of program operations in OEWD's workforce division, told the committee the three-year grant (July 2012–June 2015) is primarily Workforce Investment Act funding. About $1 million will remain in the city to fund two positions shared by OEWD and the Department of Technology; the remainder will be subcontracted to implement curriculum, project-based learning and internships.
Halpin said the grant funds will support an evaluation and dissemination component and new tools such as a text-to-work system to notify job seekers of openings. He said project-based learning at City College will reach about 125 students and approximately 100 participants at San Francisco State as part of a broader goal to train roughly 400 people over the life of the grant.
Supervisor Kim requested a fuller hearing on Tech SF and asked whether stipends would be provided; Halpin said limited stipend funding is included within the City College subcontract and that companies are expected to contribute internship stipends where possible.
There were no public speakers. Supervisor Avalos moved to advance the ordinance to the Board of Supervisors with the committee’s recommendation; the motion carried without objection.
