Committee forwards three liquor‑license transfers for full Board review

The Public Safety and Neighborhood Services Committee voted unanimously on Oct. 13 to send three liquor‑license transfer requests to the full San Francisco Board of Supervisors with positive recommendations.

Officer Salmonson of the SFPD’s Alcohol Liaison Unit reported no letters of protest for the Murphy’s Pub transfer and recommended approval; applicant John Murphy told the committee the downtown business has slowed during the pandemic and that moving to a liquor‑first model was necessary to remain competitive. Chair Gordon Mar moved to direct the clerk to prepare a resolution finding the transfer will serve the public convenience and necessity; the committee approved the motion 3–0.

For Expensify Lounge at 88 Kearny St., SFPD reported no formal protests, noted the site is in a census tract the department regards as “high saturation,” and said Central Station had no opposition. Rebecca Stamey White, speaking on behalf of the applicant, described the space as a members’ lounge where alcohol would be incidental and service hours would be 8 a.m. to 6 p.m. on weekdays. The committee voted to forward a positive recommendation to the Board.

The third transfer would convert a type 20 off‑sale beer and wine license for Save Mart Supermarkets into a Lucky Bayview location at 3801 Third Street in District 10. SFPD reported two letters of support and recommended approval with a condition that the petitioner actively monitor adjacent property to prevent loitering. A representative for Lucky said the store would hire locally and open Oct. 26. The committee again voted 3–0 to send the resolution to the Board.

All three items were advanced as committee reports; the measures will appear on the Board of Supervisors agenda for further consideration.
