Board sends SFO shuttle contract amendment forward with $105 million not-to-exceed figure

Kathy Weidner with San Francisco International Airport told the Board the airport seeks authorization for a new contract with SFO Shuttle Bus Company to provide employee and passenger shuttle services between terminals and parking facilities.
The proposed contract would run for an initial term of three years and seven months and include options to extend; Weidner said the initial‑term cost is about $39,000,000 and that the vendor would provide vehicles, maintenance, drivers and dispatch services to operate 24 hours a day, seven days a week, 365 days a year. “The airport is seeking your approval for a new shuttle bus contract with SFO Shuttle Bus Company to provide shuttle services for employees and passengers,” she said.
The Budget Analyst reported the proposed agreement would carry an average monthly cost of $871,340 for the first fiscal year cited, a roughly 0.26% increase compared with the prior short extension, and assumed a 2% average annual increase. The analyst recommended amending the resolution to state a not‑to‑exceed amount of $105,000,000 for the full period if all options (totaling 9 years and 7 months) are exercised and recommended approval as amended.
The Board opened public comment on the item and, seeing none, closed public comment. A motion to insert the $105,000,000 not‑to‑exceed figure and authorize the Clerk to make the conforming amendments was offered and taken without objection; the item was then sent forward with a recommendation.
No individual vote tally was recorded in the transcript; the clerk noted items acted upon would appear on the Board’s November 20 agenda.
The contract award followed a request‑for‑proposals process in which SFO Shuttle Bus Company received the highest score of the two responsive proposals, the airport said. The airport also said the contractor will be responsible for ensuring employees hold valid licenses and permits.
The Board did not take additional public testimony on the contract at this meeting.
