Committee backs recommendation to approve Harlan Place encroachment at 300 Grant Avenue

Aaron Peskin, chair of the Land Use & Transportation Committee, moved Jan. 11 to send a resolution recommending approval of a major encroachment permit for improvements fronting 300 Grant Avenue. The committee unanimously recorded three ayes and agreed to transmit the item to the full Board for a hearing the next day.
Public Works presenter Andy Zhao described the project as demolition of two existing buildings at 300 Grant Avenue and development of a new six-story mixed-use building with office and retail space. "This is for a project at 300 Grant Avenue for a major encroachment," Zhao said, listing public-right-of-way improvements that have already been constructed "at the risk" of the owner, including a raised crosswalk on Harlan Place, sidewalk pavers and benches, landscaping and bollards on the north and south sidewalks.
Carrie Williams, who identified herself as the owner's representative for AZ 300 Grant LLC, told the committee the recently completed building is roughly 69,000 square feet and that the Harlan Place improvements are part of a broader plan to convert alleys into publicly accessible open space. "The improvements look great and we are eager to complete this final step with the board's approval so we can close the street open it up to public access as soon as COVID restrictions permit," Williams said, noting coordination with neighboring property owners, local restaurants and the Union Square Business Improvement District. She also noted an on-site art installation by artist Ned Kahn.
Zhao said the planning review found the application consistent with the general plan under case number 2015-00878GPR and that the project was reviewed by the Transportation Advisory Safety Committee on Oct. 24, 2019 and approved by an SFMTA resolution (listed in the project record). Public Works identified public works order 202563 for the sidewalk work and referenced a prior public-works transmittal (public works order 02/2973, signed April 12, 2020).
With no members of the public in the queue to comment, Peskin moved the committee recommendation to send the item to the Board. The clerk recorded ayes from Supervisor Preston, Vice Chair Safae and Chair Peskin, producing a 3-0 committee recommendation. The item is expected to appear on the full Board of Supervisors agenda on Jan. 12 for further hearing and formal action.
