Committee forwards FY2013–14 goals for CDBG, ESG and HOPWA programs; allocations to return in March

The Budget and Finance Committee moved to forward proposed goals and principles for the FY2013–14 Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG) and Housing Opportunities for Persons With AIDS (HOPWA) consolidated-plan goals.
Brian Chu of the Mayor’s Office of Housing said the RFP will follow five goals established in the five-year consolidated plan, noted the mayor’s office has taken on HOPWA administration following the dissolution of the redevelopment agency, and said most principles are unchanged from the prior year. He said the public-service and economic-development portfolios are in multiyear cycles and will not be put out for bid this round, while workforce development CDBG dollars and some capital and housing development funds will be released for competition.
Chu said federal funding levels were uncertain but likely to be flat compared with 2012–13 depending on sequestration and congressional action. He said the office expects to release RFPs in November and December, receive proposals in December and January, and announce preliminary recommendations in March; he confirmed he will return to the committee in March with allocations.
The committee forwarded the item with recommendation without objection.
