San Francisco — The Land Use and Transportation Committee on Oct. 26 voted to send to the full Board amendments to the administrative code expanding nonprofit rights to purchase multifamily residential buildings.
Legislative staff described the changes as enhancements to the Community Opportunity to Purchase Act (COPPA): sellers would be required to provide a right of first offer and right of first refusal to qualified nonprofit organizations if a building remains unsold after one year, supply additional disclosures to qualified nonprofits and provide information to current tenants. The amendment also adds clarifying language to reduce off‑market sales workarounds and allows qualified nonprofits the option to convert rental buildings into limited‑equity cooperatives subject to affordable‑housing restrictions.
Ian Fregosi, legislative aide to Supervisor Connie Chan (representing the absent sponsor), said the changes are based on on‑the‑ground experience from nonprofits and are designed to make it easier for qualified nonprofits to evaluate and pursue purchases that preserve affordability.
There were no callers on item 2 during the public comment period. Supervisor Preston moved to send the item to the full Board as a committee report with a recommendation; the motion passed on a 3‑0 roll call.
