Budget panel cuts probation funding, approves package and forwards ordinances to full board

The Budget and Finance Committee unanimously approved a set of budget adjustments late in a recessed session and recommended the annual appropriation and annual salary ordinances to the full Board of Supervisors for the July 10 meeting.
Chair Carmen Chu said the committee had returned from recess and that it had "a package to move," thanking budget analysts, the clerk and city attorney for their work during the process. The committee combined enterprise department budgets and called items one and two for consideration before taking a series of motions to finalize the two-year budget.
As part of the package, the committee adopted a reduction to the Adult Probation Department’s budget totaling $436,588 in the first year and $202,215 in the following year, achieved by reducing temporary salaries, removing one supervising probation officer position and cancelling the purchase of two vehicles. The chair introduced the motion to make those reductions and the motion was moved and carried.
The committee also accepted technical adjustments submitted by the mayor’s budget office to correct accounts and add revenues and savings to support items on the committee’s budget adjustment list. The chair introduced and the committee approved an amendment to the administrative services ordinance (ASO) to allow the Department of Human Resources director to convert selected temporary positions pursuant to labor memoranda of understanding.
Supervisor Kim praised the compromise, noting a 2% cost-of-living adjustment beginning in August and the restoration of several prior cuts. "This process is always difficult and challenging," Supervisor Weiner said, and "thank you" to those who worked on the budget. Supervisor Avalos and others echoed thanks to staff and legislative aides for their work.
Clerk Victor Young confirmed that items one and two will be recommended, as amended, to the July 10 Board of Supervisors meeting "unanimously." The committee adjourned following the confirmation.
What happens next: the package, as amended, is slated to be considered by the full Board of Supervisors at its July 10 meeting. The controller was authorized to make any technical adjustments necessary to implement the committee's amendments.
