The Budget and Finance Subcommittee voted to send forward a resolution authorizing the San Francisco Municipal Transportation Agency to enter an agreement with Circa Incorporated for parking meter collection, counting and support services for an amount not to exceed $46,410,974 for an initial five-year term with an option to extend.
Sonali Bose, representing SFMTA, told the committee that the higher contract ceiling reflects additional wireless and card-processing fees; she said that without those added services the overall annual cost would be lower. Bose noted the agency issued an RFP in late 2011 but received only one responsive bidder, and that bid evaluation identified San Francisco–specific requirements and partner partnership requirements as reasons other firms did not respond.
The budget analyst reported the proposed agreement represents an 11.5 percent increase ($959,005.99) over the existing agreement, but that removing the added services shows a slight base decrease. The committee voted to forward the item with recommendation to the full board without objection.
The resolution will proceed to the Board of Supervisors; the SFMTA projects meter revenues and expects the contract to support updated payment and communications services.
