Public Health requests contract amendments to continue homeless and behavioral health services; Healthy San Francisco provider-payment contract recommended
Summary
The Department of Public Health asked the committee to authorize amendments to contracts (including a large amendment to Community Awareness and Treatment Services, CAST) to continue homeless outreach, sobering center and medical-respite services while DPH reconfigures those programs and prepares RFPs; DPH also sought authority to contract with the San Francisco Community Health Authority for provider payments under Healthy San Francisco.
Department of Public Health officials presented contract actions the department said were needed to continue several behavioral health and homeless services while program configuration and competitive procurement proceed.
Anna Okubo and program staff described Item 6, a first amendment to increase the total contract value for Community Awareness and Treatment Services, Inc. (CAST) to $35,699,175 in order to continue homeless outreach, the MAP van, the medical respite program and a sobering center. Okubo said the services are currently delivered under a DPH sole-source agreement and the department intends to reconfigure the programs and subsequently issue competitive solicitations.
The budget analyst highlighted that roughly $18.9M of the proposed $23.2M increase would continue three sole-source programs and regarded that portion as a policy matter for the Board. Supervisors pressed staff about the timetable for an RFP and how DPH will ensure uniformity across services; DPH agreed to implement programmatic changes in fiscal year 2012–13 and report back to the Budget Committee in May 2013 on progress toward a competitive procurement.
Separately, Item 7 would authorize DPH to contract with the San Francisco Community Health Authority to provide provider payment services for the Healthy San Francisco program from 07/01/2012 through 06/30/2014 (two-year agreement). DPH staff said roughly 32,000 individuals receive care through non-DPH community partners in Healthy SF and that the Health Authority has been a long-standing partner for payments to nonprofit and for-profit providers. The budget analyst recommended retroactive approval to 07/01/2012 and a modest reduction of the not-to-exceed amount based on prior underspending.
The committee adopted amendments requiring DPH to report back on program implementation and the status of competitive solicitation planning and forwarded both items with the analyst’s recommendations.
Next steps: DPH to come back with an implementation update before the end of the fiscal year (committee requested May 2013) and the amended contracts to be placed on the Board calendar.
