Committee backs housing‑stability fund, prioritizes educator housing and oversight amendments

Sponsor Supervisor Dean Preston described multiple amendments: a priority that at least 20% of fund expenditures through Dec. 31, 2022 be prioritized for educator housing; reducing the oversight board from 15 to 11 members; permitting oversight board members to serve two full terms; and adding language to make the oversight board permanent (not subject to a three‑year sunset). The sponsor said the changes are non‑substantive in nature and are intended to improve governance and implementation.
Affordable‑housing advocates and community land trusts testified in support, urging a focus on preservation and attention to very low‑income households. The committee duplicated the file, adopted the described amendments and voted to send the amended ordinance to the Board with a positive recommendation.
