Rules Committee advances parks advisory committee code changes to full Board

The Rules Committee voted unanimously to advance an ordinance that would amend park codes governing the Parks, Recreation and Open Space Advisory Committee (ProSAC). The ordinance would reduce the number of ProSAC seats, allow alternate members, permit service for more than four consecutive terms in certain cases, require experience with racial equity and disability issues, and provide that regular meetings shall occur at City Hall.
Chair Supervisor Matt Dorsey said the item had been continued previously because of substantive amendments and that the ordinance was ready to be sent to the full Board. David Pilpel provided public comment urging prompt movement to the Board for two readings and suggested adding the word "regular" so the committee retained discretion to hold special meetings elsewhere while ensuring regular meetings occur at City Hall. Pilpel said he hoped the changes would reinvigorate ProSAC’s relationship with Recreation & Parks and improve its capacity to provide meaningful recommendations.
Supervisor Safai moved to send the ordinance to the full Board as a committee report with a positive recommendation; the committee recorded unanimous 'aye' votes and advanced the ordinance.
The ordinance will proceed to the Board for two readings and final action.
