Budget committee places half of city FirstNet allocation on reserve while allowing limited site work to proceed

Supervisor Kim told the committee she had seen reports the federal government had told jurisdictions to slow spending on equipment for a nationwide public-safety broadband network (referred to in the hearing as the Bay Webb/FirstNet effort). The Department of Emergency Management said NTIA/FirstNet was pausing equipment procurement while a national board defines interoperability criteria but that site-build work (leasing and preparing core sites) could continue.
The Department of Emergency Management said most of the requested $226,000 was for city staffing in technology and real-estate negotiation work and that delaying all of the funding would push site work back roughly three months. Supervisor Kim proposed placing the entire $226,000 on budget reserve; the committee negotiated a compromise motion to reserve $113,000 and allow $113,000 for immediate real-estate and DT activities. Chair Chu moved the compromise and the committee accepted it without objection. DEM officials said they would move forward on lease negotiations and site preparations where the limited funding allowed.
Committee members framed the choice as a policy decision for the board: preserve some momentum on siting while managing fiscal risk until FirstNet/NTIA clarifies procurement rules at the national level.
