Committee backs transfer of 24 Bart liquor license for specialty grocery

The Public Safety and Neighborhood Services Committee on May 13 voted to direct the clerk to prepare a resolution recommending that the Board of Supervisors approve a transfer of a Type 21 off‑sale general beer, wine and distilled spirits license for 24 Bart Specialty Grocery Mart at 334720 Fourth Street.

Chair Gordon Marr moved the committee’s resolution after the SFPD Alcoholic Beverage Liaison Unit presented its ALU report. Officer Salmonson told the committee the petitioner had agreed to a written condition “to actively monitor the area under their control in an effort to prevent the loitering of persons on any property adjacent to the licensed premises,” and the Mission Police Station had no opposition. “Without any letters of protest … based on what we have, our investigation, were fine with the approval,” Salmonson said.

David Villalobos, representing the applicant, told the committee that the application would continue a prior neighborhood use at 24 Bart Specialty Grocery Mart and that planning staff inspected the site and verified it remains a specialty grocery rather than a straight liquor store. “We actually had to bring in an architect to prepare drawings for planning department,” Villalobos said, adding that outreach to neighbors had been performed.

With Vice Chair Stephanie and Member Haney recorded as voting, the clerk announced the motion carried with three ayes. The committees action directs the clerk to prepare a resolution that will be considered by the full Board of Supervisors on May 25.
