Committee recommends approvals for Bar Part Time (type 42) and Bloomingdale's (type 21) liquor licenses

At its March 25 meeting the Public Safety and Neighborhood Services Committee recommended forwarding resolutions to the Board of Supervisors finding that two liquor‑license transfers serve the public convenience and necessity.

Item 1: Bar Part Time LLC (requested Type 42 on‑sale beer and wine public‑premises license) — The Alcoholic Beverage Control liaison unit reported the premises are in a census tract identified by ALU as high‑crime and high‑saturation; there were no letters of protest or support. ALU recommended conditions including active monitoring of adjacent property to prevent loitering and ensuring no noise is audible at nearby residences. Justin Bilzel, managing member of Bar Part Time, told the committee the applicant agreed to the ALU conditions. Chair moved to direct the clerk to prepare a resolution finding the license serves the public convenience and necessity; the committee recorded three ayes and will forward the resolution to the full Board.

Item 2: Bloomingdale's Incorporated (requested Type 21 off‑sale general beer, wine and distilled spirits license at 845 Market St) — ALU reported no letters of protest or support, identified the location as high‑crime/high‑saturation, and recommended multiple sale‑format conditions (minimum container sizes for distilled spirits and wine; multi‑unit sale requirements for beer; prohibitions on single‑unit sales for certain premixed products) and active monitoring for loitering. Applicant Jacqueline Hirschfeld Alpazar said Bloomingdale’s will comply with the conditions. The committee moved and voted to direct the clerk to prepare a resolution finding the transfer serves the public convenience and necessity and forward it with a positive recommendation to the Board.
