The Halifax County Board of Commissioners voted Dec. 1 to adopt a resolution and project ordinance authorizing appropriation and expenditure of $3,000,000 for site development at the US 301 Industrial Site.
Cathy Scott, the county’s economic development director, told commissioners the $3 million package includes $2,350,000 from the Economic Development Partnership of North Carolina and $650,000 in matching funds from the North Carolina Department of Transportation. Scott said the county believes the project will benefit Halifax County and lead to creation of new permanent jobs.
The board opened and closed a public hearing on the funding; no members of the public spoke. Vice Chair Jamila Richardson Davis moved adoption of the resolution; the board then adopted a project ordinance to authorize the appropriation and expenditure. The motions were seconded and passed unanimously.
Scott said the project ordinance and resolution are separate items in the meeting materials; commissioners adopted them individually. County staff did not provide a project‑by‑project job estimate in public session but said the site would support industrial development aimed at permanent job creation.
The county manager and economic development staff said the county will follow the project ordinance’s procedures to expend funds and report on outcomes as required.
